When asked about her "...platform for election" Thrall agreed to put in writing some of the issues she sees as essential to having quality of living in Plumas County. The following is Thrall’s ideas in her own words:

"I believe the Almanor Basin and Plumas County, but in particular the Basin is poised on the brink of tremendous change. We need to plan that change so that new development is looked at from the perspective of its total effect on our community. This would include impact on Lake Almanor and its watershed such things as sedimentation of our streams and lake, storm water runoff, groundwater impacts, roads and traffic flows, air quality, sewage disposal, existing infrastructure, law enforcement and schools."

"I will strongly support the work of the Save Lake Almanor Committee and the Water Quality Subcommittee. Preserving the high quality of our beautiful lake is a top priority. This includes not only the water quality issues we are familiar with but also insuring access to the lake for boating and water related recreation and maintaining our quality fisheries. I will continue to work with PG&E to assure that they implement the recreational agreements they have made as port of the FERC relicensing of the lake."

"We need to create a diversity of affordable/attainable housing options near employment opportunities. I want to continue to empower and support our new Planning Commission as it starts the process of updating the County General Plan; their work will be critical in the coming years as we look at locating housing, commercial and industrial properties I the Basin and balancing that with open space, forest lands and habitat. I will continue to strongly encourage public participation in the planning process. It is much easier to decide what you want before it is built than it is to try to remove it after the fact."

"It is equally important to realize that we are losing our youth. When they finish schooling they leave the area due to lack of housing and suitable employment opportunities. We need to always keep in mind that our community is only as strong as it’s youth and families. Strong, successful businesses play an important role in providing job opportunities. We must focus on supporting our businesses and broadening our economic base with new business and industry. I will support and encourage local economic development efforts that will expand opportunity for employment beyond minimum wage, service type jobs. Building a strong community that embraces growth and change for the vitality it brings rather than allowing growth only for the increase in taxes it will bring should be our primary goal."

"Our community has a greater than average population of seniors. This population is projected to increase greatly in the next ten years. Now is our opportunity to plan ahead for the services that will support this increasing population. I will work with all government agencies in insure that the health, transportation, nutrition and recreational needs of these valuable citizens are met."

Thrall stated that Supervisor Bill Dennison is in full support of her bid for the seat he is vacating and they are considering Dennison becoming her campaign manager.If elected, Thrall will take office in January of 2007.

Residents of Plumas County have until March 15th 2006 to file the necessary papers to challenge Thrall.
